Title: Commerce Control List: Revision of Unilaterally Controlled Items | |
Abstract: This rule amends the Export Administration Regulations (EAR) by removing certain ECCNs with unilateral controls from the Commerce Control List (CCL). Doing so is in conjunction with the 2015 Wassenaar Arrangement Plenary Meeting (WA15), which amended the Wassenaar List governing conventional arms and dual-use goods and technologies. Subsequently, several of these changes necessitated further amendments to the CCL by removing items that have become obsolete or redundant due to revisions in the Wassenaar List. Items removed from the CCL in this rule are controlled for Anti-terrorism reasons only, and therefore are unilaterally controlled and are not governed by the Wassenaar Arrangement. By removing these items, this rule simplifies the CCL while maintaining compliance with the Wassenaar Arrangement. | |
