Title: Defense Pilot Program to Acquire Innovative Commercial Items (DFARS Case 2017-D029) 
Abstract:

DoD is issuing an interim rule to amend the Defense Federal Acquisition Regulation Supplement to implement section 879 of the National Defense Authorization Act for Fiscal Year 2017. Section 879 authorizes the Secretary of Defense and the Secretaries of the military departments to carry out a pilot program to be known as the "defense commercial solutions opening pilot program.” Under the pilot program, DoD may acquire innovative commercial items, technologies, or services using a competitive procedure called a commercial solutions opening (CSO). Under a CSO, DoD may competitively select proposals received in response to a general solicitation based on a review of proposals by scientific, technological, or other subject matter expert peers. This pilot program is designed to test whether streamlined procedures, similar to broad agency announcements for acquisitions of basic and applied research, are effective for acquiring innovative commercial items, technologies, and services. DoD intends to publish an interim rule in order to allow DoD to immediately implement and utilize the pilot program. This will allow DoD to assess the feasibility and advisability of acquiring innovative commercial items, technologies, or services in accordance with the streamlined procedures of the pilot program prior to expiration of the program authority on September 30, 2022.
