Title: Antiterrorism Training Requirements for Contractors (DFARS Case 2017-D034) 
Abstract:

DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to implement requirements of DoD Instruction O-2000.16, "DoD Antiterrorism (AT) Program Implementation: DoD AT Standards," as it relates to contractors.  Specifically, DoDI O-2000.16 requires that contractor and subcontractor employees who, as a condition of contract performance, require routine physical access to a federally controlled facility or military installation for a period of performance in excess of 6 months, complete Level I antiterrorism awareness training annually. This rule creates a new DFARS contract clause to inform contractors of this mandatory training requirement.
