Title: Medicaid Disproportionate Share Hospital (DSH) Allotment Reductions (CMS-2394-F) 
Abstract:

The Affordable Care Act amends the Social Security Act by requiring aggregate reductions to state Medicaid DSH allotments from FY 2014 through FY 2020.  CMS published a final rule in October 2013 that delineated a methodology to implement the annual reductions only for FY 2014 and FY 2015.  Subsequent legislation delayed the start of the reductions until FY 2018.  The reductions were delayed further for two additional years with larger cuts beginning in 2020 under the 2018 Bipartisan Budget Act. Since the earlier final rule was only limited to FY 2014 and FY 2015, this rule finalizes a methodology to reduce the allotments for FY 2020-2025.
