Title: Privacy Act--Exemptions for Insider Threat Records 
Abstract:

This rule is required to exempt law enforcement and classified records in a new HHS system of records from certain access and reporting requirements of the Privacy Act, to prevent interference with law enforcement investigations and inappropriate access to classified information. The rule will add the name of the system of records to the Exempt Systems list in the HHS Privacy Act regulations. This rule is substantive but is not is not a significant regulatory action under Executive Order 12866.
