Title: Modernization of Customs Brokers Regulations  
Abstract:

This rule will propose to amend the U.S. Customs and Border Protection (CBP) regulations by modernizing the customs brokers regulations to coincide with the development of CBP trade initiatives including the Automated Commercial Environment (ACE) and the Centers of Excellence and Expertise (CEE).  Specifically, CBP will propose to update the broker permitting framework by expanding the scope of the national permit authority to allow national permit holders to conduct customs business in all districts within the customs territory of the United States and removing the requirements for having a district permit in each district the broker conducts customs business. By moving toward the national permit, CBP will propose to remove the requirements that brokers maintain physical offices in the districts in which they conduct customs business. Additionally, CBP will propose to update the requirements on responsible supervision and control.
