Title: Update to FEMA's Regulations on Rulemaking Procedures | |
Abstract:
The Federal Emergency Management Agency (FEMA) proposed to revise its regulations pertaining to rulemaking. It removes sections that are outdated or do not affect the public, and it updates provisions that affect the public's participation in the rulemaking process, such as the submission of public comments, hearings, ex parte communications, the public rulemaking docket, and petitions for rulemaking. FEMA also modifies its waiver of the Administrative Procedure Act exemption for matters relating to public property, loans, grants, benefits, and contracts. |
