The Secretary will formally withdraw the notice of proposed rulemaking regarding the Supplement not Supplant requirement under the Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act, that was published in the Federal Register on September 16, 2016 (81 FR 61148).
