Title: Export of Electricity and Permitting of Electricity Transmission Facilities at International Boundaries Administrative Procedures
Abstract:

The Department of Energy (DOE) is updating the administrative procedures regarding applications to export electricity to a foreign country under the Federal Power Act section 202(e) and Executive Order 10485, as amended by Executive Order 12038, respectively. The administrative procedures differ from the original rules set forth in 10 CFR parts 205.300-309. By clarifying procedural instructions and updating the procedures to better reflect changes in the industry and changes to DOE policy.  The proposed procedures differ from the existing administrative procedures in that they address DOE's statutory authority to issue export authorizations only, and update the fee schedule for each of the applications in order to reflect the current estimated cost of processing each export authorization application.
