Title: Changes to Joint FHWA and FTA Regulations That Implement NEPA (RRTF) | |
Abstract:
This rulemaking would update the Federal Highway Administration's, Federal Transit Administration's, and FRA's National Environmental Policy Act implementation. The regulatory updates coincide with the changes in the environmental review process for these Department of Transportation agencies made by 23 U.S.C. 139. Those changes include reduction in time periods in the environmental procedures already implemented, and changes necessary to address the procedural coordination revisions in the environmental review process made by the Moving Ahead for Progress in the 21st Century Act and the FAST Act. This rulemaking will make the environmental review processes of the operating administrations responsible for surface transportation use more consistent, and will reduce compliance burdens on project sponsors. The rulemaking is both regulatory and de-regulatory and it would enable FRA to discontinue using current procedures in favor of less burdensome project delivery processes. |
