Abstract:
In the Joint Explanatory Statement accompanying the Consolidated Appropriations Act of 2016, Public Law 114-113, approved December 18, 2015, which act appropriates FY 2016 funds for HUD, Congress directed HUD to implement a single inspection protocol for public housing and voucher units. This proposed rule would revise the physical inspection regulations for HUD’s Housing Choice Voucher program to conform them with the Uniform Physical Condition Standards (UPCS) in use by other HUD programs. The changes proposed by this rule would improve HUD’s oversight while ensuring that low-income, voucher assisted tenants reside in safe, habitable housing. Under the proposed rule, a UPCS-based inspection protocol would be adopted in place of the existing housing quality standards, which are used by public housing agencies to determine if units are eligible to be assisted under the program. This rule would address the standard used for inspection of housing choice voucher units and PHAs’ submission requirements and would clarify the tracking and resolution of identified deficiencies. |
