Abstract:
The Department of Veterans Affairs (VA) is proposing to amend its claims adjudication, appeals and regulations. This rulemaking is needed to ensure that VA’s regulations dealing with claims and appeals comport with changes to relevant statutes enacted by H.R. 2288, Pub. L. 115-55, the Veterans Appeals Improvement and Modernization Act of 2017. |

Overall Description of Deadline: Pub. L. 115-55 requires VA to have a final rule prior to the law's effective date. The law mandates that amendments to the statute will be effective on February 14, 2019, provided that the Secretary of Veterans Affairs makes the certification described in Section 2, paragraph (x) of the Act before that date. Therefore, regulations must be in place to implement the law before February 14, 2019. |
