Title: Rules Concerning Prepaid Accounts Under the Electronic Fund Transfer Act (Regulation E) and the Truth in Lending Act (Regulation Z) | |
Abstract:
In October 2016, the Bureau issued a final rule governing Prepaid Accounts under the Electronic Fund Transfer Act (Regulation E) and the Truth in Lending Act (Regulation Z). Based on feedback received by the Bureau through its outreach efforts to industry regarding implementation of the 2016 rule as well as in comments received on a separate rulemaking to extend the rule’s general effective date, the Bureau proposed in June 2017 to amend several provisions of the Prepaid Accounts Rule. The Bureau finalized amendments to the Prepaid Accounts Rule in February 2018, which addressed error resolution and limitations on liability for prepaid accounts where the financial institution has not successfully completed its consumer identification and verification process; application of the rule’s credit-related provisions to digital wallets that are capable of storing funds; certain other clarifications and minor adjustments; and an extension of the rule’s overall effective date to April 1, 2019. |
