Abstract:

The U.S. Office of Personnel Management (OPM) intends to propose changes in its regulations governing Administratively Uncontrollable Overtime (AUO) pay, which is a special type of recurring premium pay paid as a fixed percentage of an employee’s basic pay as compensation for irregular overtime hours. The proposed rule would clarify how to compute an employee’s weekly average of irregular overtime hours, which is used in determining the percentage value of the employee’s AUO payment in future periods.
