Title: Western and Central Pacific Fisheries for Highly Migratory Species; Restrictions on Fishing in Proximity to Data Buoys 
Abstract: This rule implements conservation and management measures of the Western Central Pacific Fisheries Commission (Commission), of which the United States is a member. The rule would prohibit highly migratory species fishing vessels of the United States, while on the high seas in the Commission's area of competence, from: 1) fishing within one nautical mile of a data buoy and from interacting with a data buoy and 2) taking on board a data buoy. It would require highly migratory species fishing vessels of the United States that become entangled with data buoys while in the Commission's area of competence to remove the entangled fishing gear with as little damage to the data buoy as possible.
