Title: Coastal Zone Management Act Federal Consistency Regulations 
Abstract:

The National Oceanic and Atmospheric Administration (NOAA) is amending one section of NOAA's Coastal Zone Management Act Federal consistency appeal regulations regarding consistency appeal processing fees. Current regulations require that NOAA assess and collect all appeal fees within 60 days of closing its decision record and enable NOAA to extend its time for issuing an appeal decision until such fees are paid. Congress added a strict deadline for issuing appeal decisions when it amended the Coastal Zone Management Act in the Energy Policy Act of 2005. NOAA is removing the incompatible language.
