This rulemaking would implement the North Pacific Fishery Management Council's recent recommendation to change the daily bag and possession limits, size restrictions, and carcass retention requirements for Pacific halibut retained by anglers who fish from guided (charter) fishing vessels that operate in the waters of International Pacific Halibut Commission Regulatory Areas 2C and 3A. These Regulatory areas are located within U.S. waters off Alaska. Currently, sport fishing activities for halibut in Areas 2C and 3A are subject to different regulations, depending on whether those activities are guided or unguided. However, for cases where a mix of guided and unguided angling occurs on the same vessel on the same fishing trip, this proposed action would change the bag and possession limits, size restrictions, and carcass retention requirements of halibut retained from unguided fishing to be the same as halibut retained from guided fishing. The proposed action is intended to aid the enforcement and ensure the proper accounting of halibut retained under sport fishing regulations in Areas 2C and 3A.
