Title: ●Framework Adjustment 6 to the Northeast Skate Complex Fishery Management Plan 
Abstract: The New England Fishery Management Council developed Framework Adjustment 6 to the Northeast Skate Complex Fishery Management Plan. The Fishery Management Plan manages a complex of seven skate species which are harvested in two different fisheries: One for food (wing fishery) and one for lobster bait (bait fishery). Fishery specific total allowable landings and possession limits are set as part of an annual review and specifications process. The purpose and need of Framework 6 is to minimize the likelihood of incidental possession limits being triggered to prolong the duration of the fishing year for both the wing and bait fisheries and support their shoreside infrastructure. To address this purpose and need, Framework 6 proposes to reduce the management uncertainty buffer between the annual catch limit and the annual catch target from 25 percent to 10 percent. If approved, this will result in increasing the 2018 fishing year total allowable landings from that proposed in Framework 5 from 13,157 mt to 15,788 mt.
