Title: ●Amendment 13 to the Fishery Management Plan for Spiny Lobster in the Gulf of Mexico and the South Atlantic 
Abstract:

The Gulf of Mexico and South Atlantic Fishery Management Councils' Amendment 13 to their joint Fishery Management Plan for spiny lobster would modify the federal regulations for the harvest of spiny lobster. These regulations apply in Federal waters off Florida and this action would modify them to be compatible with Florida state regulations concerning bully net gear requirements and commercial daily possession limits when using bully nets or diving. Amendment 13 would also re-establish the procedure for an enhanced cooperative management system to provide Florida a mechanism to propose regulations concerning spiny lobster directly to NMFS for implementation. Further, this implementing action for Amendment 13 would modify the spiny lobster Federal regulations by updating outdated language and the incorporation by reference of the relevant Florida state regulations. The need for Amendment 13 is to effectively manage and enforce the harvest of spiny lobster to prevent overfishing while achieving optimum yield. These changes would streamline management and provide clarity for law enforcement and anglers.
