This final rule will remove from 32 CFR 623 content that is outdated and internal or unique to the Army and other DOD activities. The rule covers special authorization and procedures for loans of Department of the Army materiel. While Army property is not normally used for other than the Army’s primary mission, under conditions described within the rule, materiel not immediately needed to support mission requirements may be issued, exchanged, sold, and loaned to organizations of the Department of Defense (DoD) elements, non-DoD Federal departments and agencies, Civil Governments, special activities, and others.
