Title: Definition of "Competitive Procedures" (DFARS Case 2018-D021) 
Abstract:

DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement to implement section 221 of the National Defense Authorization Act for Fiscal Year 2018.  Section 221 expands the definition of "competitive procedures" to include the competitive selection for award of science and technology proposals. Specifically, section 221 replaces the words "basic research" with "science and technology" in the definition of "competitive procedures" at 10 U.S.C. 2302(2)(B).
