Abstract:
DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement to implement section 824 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019. Section 824 amends section 893 of the NDAA for FY 2011 to clarify that, for DoD contracts with contractors that have approved purchasing systems as defined in Federal Acquisition Regulation 44.101, a contracting officer must have a written approval from the program manager prior to withholding consent to subcontract based solely on disagreement with the proposed subcontract price. |
