Title: National Industrial Security Program: Procedures for Government Activities Relating to Foreign Ownership, Control, or Influence (FOCI) 
Abstract:

This final rule will remove 32 CFR part 117.  The interim final rule currently in effect duplicates an amendment to 32 CFR Part 2004, "National Industrial Security Program,” by the National Archives and Records Administration (NARA). The Director of NARA’s Information Security Oversight Office (ISOO) is responsible for implementing and monitoring Executive Branch implementation of the NISP, and the content of part 117 is more appropriately addressed in part 2004.  Revisions to 32 CFR part 2004 were finalized on May 7, 2018 (83 FR 19950). Now that 32 CFR part 2004 has been finalized, part 117 should be removed as it is duplicative and less comprehensive than 32 CFR Part 2004.
