Title: Sexual Assault Prevention and Response (SAPR) Program 
Abstract:

The Department of Defense (DoD) will revise 32 CFR 103 by finalizing the interim final rule text that published on September 27, 2016 (81 FR 66185-66189), deleting all guidance internal to the DoD, and incorporating those policy provisions from 32 CFR 105 that directly affect DoD's obligations to provide sexual assault prevention and response (SAPR) services to certain members of the public, who are adult victims of sexual assault. Consequently, 32 CFR 103 will be the only part that outlines the Department’s obligations to provide SAPR services to certain members of the public. 

This rule is being published to allow DoD to possess a comprehensive SAPR program that provides policy guidance and assigns responsibilities for the prevention, response, and oversight of sexual assaults involving members of the U.S. Armed Forces and Reserve Component, to include the National Guard. With implementation of this rule, Congressional and DoD mandates aimed at the establishment of a culture free of sexual assault will be finalized. Ultimately, the establishment of a culture free of sexual assault will enhance the safety and well-being of all persons covered by the SAPR program. In an effort to ensure transparency, the mandate to develop strategic program guidance and joint planning objectives for resources in support of the SAPR Program will continue to be achieved with the implementation of this rule.
