Abstract:
This final rule will remove 32 CFR part 143. When this rule was last published on December 22, 2006 (71 FR 76914), the rule provided DoD policies and procedures for organizations whose objective was to organize or represent members of the Armed Forces of the United States for purposes of negotiating or bargaining about terms or conditions of military service. After a recent review, DoD determined that the currently-codified 32 CFR part 143 restates the language of the statute, 10 U.S.C. 976. The only additional language in 143.7 and 143.8 address internal DoD procedures and guidelines. These provisions are in DoD Instruction 1354.01. Therefore, DoD has determined that 32 CFR part 143 can be removed.
