This final rule will remove the DoD rule, first published in 1977, which established the public meeting procedures of the Uniformed Services University (USU) Board of Regents. In 1990, all authority was transferred from the Board of Regents to the Secretary of Defense, and established the Board as an advisory board to the Secretary. Since this change, the Board of Regents complies with requirements in the Federal Advisory Committee Act and the General Services Administrations' Federal Advisory Committee Management Regulation (41 CFR part 102-3). Due to the issuance of the Federal Advisory Committee Act (5 U.S.C. App), the General Services Administrations’ Federal Advisory Committee Management Regulation (Final Rule, 41 CFR part 102-3), 10 U.S.C. 2113a, and 5 U.S.C. 552b, the part is unnecessary and outdated.
