Title: Removal of Suspended Regulations 
Abstract:

The regulations that were promulgated as a final rule in 1987, which have never been implemented and were referred to as "suspended” in the 1999 Federal Register notice remain in the Code of Federal Regulations at 42 CFR part 136a.  Given how much time has passed since the regulations were initially scheduled to take effect (almost 23 years), the clear concern on the part of Congress regarding implementation of the regulations, and the confusion caused by having two sets of regulations addressing the same issue published in the CFR, the regulations at 42 CFR part 136a would be deleted.
