Title: ●Streamlining FWS Permitting of Rights-of-Way 
Abstract:

This proposed rule would streamline our regulations for permitting of rights-of-way (ROWs) for infrastructure by aligning U.S. Fish and Wildlife Service (FWS) processes more closely with those of other Department of the Interior bureaus, consistent with applicable law and to the extent practicable.  This includes implementation of pre-application consultation and use of a standard application form to expedite the processing and review of requests for ROWs. The rule also would provide FWS with additional flexibility to determine the fair market value (FMV) of ROWs across FWS-managed lands, consequently reducing the time and cost necessary to determine the ROW FMV, and subsequently reducing an applicant’s time and cost to obtain an ROW permit.
