Title: Implementation of the Combat Methamphetamine Epidemic Act of 2005; Notice of Transfers Following Importation or Exportation 
Abstract:

This final rule would finalize the implementing regulations for the "spot market" provisions of the Combat Methamphetamine Epidemic Act of 2005 (CMEA) (title VII of Pub. L. 109-177). Importers, exporters, and persons conducting international transactions with all list I and list II chemicals are now required to provide the DEA with information on the person to whom they will transfer the listed chemicals and the amount to be transferred and must provide a return declaration once the importation, exportation, or international transaction has occurred.
