Title: Federal Numeric Nutrient Criteria Applicable to Missouri Lakes 
Abstract:

The EPA is currently working to finalize federal water quality standards for nutrients for lakes and reservoirs in Missouri to address EPA's 2011 disapproval of 10 CSR 20-7.031(3) Specific Criteria, (N) Nutrients and Chlorophyll-a (except for the lakes listed on Table M). EPA proposed nutrient water quality standards on December 15, 2017, in accordance with the terms of a consent decree because Missouri did not submit, and EPA did not approve water quality standards to address EPA's 2011 disapproval by the consent decree deadline. Under the same consent decree, EPA is required to sign a notice of final rulemaking by December 15, 2018, unless Missouri submits water quality standards that address EPA's 2011 disapproval and EPA approves such standards. When EPA issued the proposed rule, it did not issue a related economic analysis that examined the regulatory options. Instead, EPA committed to issuing and soliciting public comment on a more comprehensive economic analysis in a Notice of Data Availability before finalizing this rule.
