Title: Increasing Recycling: Adding Aerosol Cans to the Universal Waste Regulations 
Abstract:

The EPA has proposed to add hazardous waste aerosol cans to those universal wastes” regulated under 40 CFR 273. If finalized, this change in the Resource Conservation and Recovery Act (RCRA) regulations should benefit the wide variety of establishments generating and managing aerosol cans, including the retail sector, by providing a clear, practical system for handling discarded aerosol cans. The streamlined universal waste regulations are expected to (1) ease regulatory burdens on retail stores and others that discard aerosol cans, (2) promote the collection and recycling of aerosol cans, and (3) encourage the development of municipal and commercial programs to reduce the quantity of these wastes going to municipal solid waste landfills or combustors. The proposed action, if finalized as proposed, is expected to result in an annual cost savings of $3.0 million to $63.3 million.
