Title: State Highway-Rail Grade Crossing Action Plans 
Abstract:

This rulemaking is required by section 11401(b) of the Fixing America's Surface Transportation Act (FAST Act). It would require 40 states and the District of Columbia to each develop a highway-rail grade crossing action plan (plan) and submit the plan for FRA approval. This rulemaking would also require each of the 10 states who were previously required to develop a plan by the Rail Safety Improvement Act of 2008, and FRA's implementing regulation, to submit a report that describes the actions taken to implement its plan. Each of these 10 states would also need to update and resubmit its plan for FRA approval. Except for this one-time update by these 10 states, this rulemaking would not require states to submit plan updates.
