Title: Hazardous Materials: Revisions to Hazardous Materials Grants Requirements (FAST Act) | |
Abstract:
In this rulemaking PHMSA would revise its regulations pertaining to the Hazardous Materials grants program to incorporate the Office of Management and Budget's Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, and to implement new requirements set forth by the Fixing America's Surface Transportation (FAST) Act of 2015. This rulemaking would align part 110 of the 49 CFR with Federal law and PHMSA policies and procedures. The intended effect of this action is to: (1) implement the new Hazardous Materials Community Safety (HMCS) grant program established by the FAST Act; (2) replace reference to 49 CFR with 2 CFR, and Office of Management and Budget Guidance for Grants and Agreements, where applicable; (3) authorize pre-award expenditures consistent with 2 CFR; and (4) combine the Hazardous Materials Instructor Training (HMIT) and Supplemental Public Sector Training (SPST) grants. |
