Title: Amendment to Requirements for Consumer Registration of Durable Infant or Toddler Products 
Abstract:

The Commission will amend 16 CFR 1130.2 to (1) revise the definition of "durable infant or toddler product” to align with the statutory definition in Section 104 of the CPSIA, (2) add crib bumpers and crib mattresses to the list of durable infant or toddler products that require registration cards, and (3) clarify products that fall within existing categories of products subject to the rule.  Every product subject to a rule under section 104 of the CPSIA is also subject to the registration card rule.  Accordingly, the addition of crib bumpers to the list of products subject to the registration card rule arises out of the Commission’s October 19, 2016 vote to initiate rulemaking under section 104 of the CPSIA to promulgate a mandatory consumer product safety standard that will address the risk of injury associated with the use of padded crib bumpers. The addition of crib mattresses arises out of the Commission’s May 25, 2016 vote to grant petition CP 15-2, directing staff to initiate a rulemaking under section 104 of the CPSIA to promulgate a standard that will address the risk of injury associated with the use of crib mattresses and to amend the product registration card rule accordingly.  Staff identified additional minor clarifications to 1130.2 to align the definition with the statute and to assist stakeholders in determining products that are subject to the rule. Staff is preparing a proposed rule briefing package for Commission consideration.
