Abstract:

DoD, GSA, and NASA issued a proposed rule to ensure short-term rental agreements are considered as part of the decision whether to lease or purchase equipment.  This rule proposes to amend the FAR to add a factor to consider the cost-effectiveness of short-term versus long-term agreements (e.g., leases and rentals) to the list of minimum factors to be considered when an agency is deciding whether to lease or purchase equipment.
