Abstract:
The Agriculture Improvement Act of 2018 eliminated the requirement that branded participants were limited to 5 years’ eligibility for the MAP program. With that change in the underlying statute, FAS would like to revise the program regulations to eliminate the 5-year branded graduation requirement found at 7 CFR 1485.15(d) Operational procedures for brand programs. FAS would also like to amend the MAP regulations to remove the requirement that FAS post the application announcements in the Federal Register. In place of a Federal Register notice, FAS would like to follow the grant administration best practice of posting application announcements on Grants.gov. FAS is proposing to strike the language in the Federal Register from 7 CFR 1485.13(a) Application process and 7 CFR 1485.14(c) Application review and formation of agreements. Finally, FAS would like to make conforming edits to the MAP regulation text to remedy instances where the Office of General Counsel (OGC) has identified that the regulations are out of conformance with 2 CFR 200, which was enacted subsequent to the last major revision of the MAP regulations. |
