Title: Elimination of Regulations Related to Trade Adjustment Assistance for Industries and Streamlining of Regulations Related to Trade Adjustment Assistance for Firms and PWEDA | |
Abstract: EDA is primarily streamlining and clarifying its regulations implementing the Trade Adjustment for Firms (TAAF) Program. The proposed changes would clarify the process for import-impacted U.S. manufacturing, production and service firms to obtain adjustment assistance through the TAAF program, reorganize the regulations to make them easier to read and understand, incorporate best practices, and bring the regulations into closer alignment with the programs statutory requirements. The result will be to ease the burden on firms seeking adjustment assistance and make it easier for Trade Adjustment Assistance Centers (TAACs) to work with eligible firms as they go through this process. EDA also proposes the elimination of certain TAAF and PWEDA regulations that are unnecessary or duplicative because they describe requirements already established in other regulations or award documentation. Specifically, portions of 315.4 and all of 315.17 do not accurately describe how EDA provides assistance to industries. EDA provides individualized assistance to firms rather than an industry-wide approach. Further, 302.4, 302.5, and 302.14 describe requirements already established in other regulations or award documentation, and 302.11 adds nothing of value to the requirement already in PWEDA section 502. There are no expected costs or savings associated with this deregulatory action. | |
