Title: Amendment 49 to the Fishery Management Plan for the Reef Fish Resources of the Gulf of Mexico 
Abstract: The Southeast Fisheries Science Center regularly tests and approves new types of sea turtle release gear for commercial and charter/headboat vessels with Federal Gulf of Mexico reef fish permits. However, all such new types of gear must be added to the list of approved gear in the Code of Federal Regulations before their use satisfies the associated regulatory requirements. Currently in the Gulf of Mexico region, adding new types of sea turtle release gear to the list of approved gear in the regulations requires an amendment to the relevant Council Fishery Management Plan. This lengthy process is not conducive to promoting flexibility or the rapid adoption of new release devices within the fishery. This rule would add three newly approved sea turtle release devices to the regulations as options to fulfill the requirements for carrying sea turtle release gear. It would also modify the framework procedure to allow new types of sea turtle and other protected resources release gear and handling requirements to be approved for use without a full amendment to the fishery management plan. These changes would streamline management and provide additional flexibility to participants in the commercial sector and charter/headboat component of the reef fish fishery.
