This action would implement fishery management measures in accordance to the Pacific Fishery Management Council's recommendation for the 2019 ocean salmon fisheries off Washington, Oregon, and California, and any 2020 salmon seasons opening prior to May 1, 2020. While specific measures vary by fishery and area, they generally establish fishing areas, seasons, quotas, permissible gear, recreational fishing days and catch limits, possession and landing restrictions, and minimum lengths for salmon taken in the U.S. exclusive economic zone off Washington, Oregon, and California. These measures are intended to prevent overfishing and to apportion the ocean harvest equitably among treaty Indian, non-treaty commercial, and recreational fisheries. These measures are also intended to allow a portion of the salmon runs to escape the ocean fisheries in order to provide for spawning escapement and fisheries occurring in internal state waters. This is a routine, annual action and the measures are similar to those in previous years.
