Title: Rule to Revise the Transferability of Permits for the Gulf Reef Fish | |
Abstract: The purpose of this action is to replace reef fish historical captain endorsements held by approximately 31 for-hire operators in the Gulf of Mexico (Gulf) with standard Gulf charter/headboat permits. The intent is to provide additional flexibility to fishermen who have relied on the historical captain's permit for their livelihood and may be negatively impacted by the permit's restrictions. | |
