Title: ●Framework Adjustment 58 to the Northeast Multispecies Fishery Management Plan | |
Abstract:
The proposed action would implement management measures included in Framework Adjustment 58 to the Northeast Multispecies Fishery Management Plan (Framework 58) that were developed by the New England Fishery Management Council in response to new scientific information. The proposed action would set fishing year 2019 and 2020 specifications for seven stocks, including the three U.S./Canada stocks-- Eastern Georges Bank cod, Eastern Georges Bank haddock, and Georges Bank yellowtail flounder. This action would also: Implement revised or new rebuilding programs for Georges Bank winter flounder, Southern New England/Mid-Atlantic yellowtail flounder, witch flounder, northern windowpane flounder, and ocean pout; temporarily revise catch thresholds for implementing the scallop fishery's accountability measures for Georges Bank yellowtail flounder; pay back an overage of Gulf of Maine cod catch from 2016; exempt vessels fishing exclusively in the North Atlantic Fisheries Organization areas from the U.S. minimum fish size for groundfish species; and make an administrative change to the deadline for permit holders to submit days-at-sea leasing forms to the National Marine Fisheries Service. |
