Title: ●Fishing Years 2019 and 2020 Operations Plans for Groundfish Sectors; Northeast Multispecies Fishery Management Plan
Abstract: The proposed action would approve operations plans and associated regulatory exemptions for 20 sectors participating in the New England groundfish fishery for fishing years 2019 and 2020, and would allocate annual catch entitlements to the sectors for fishing year 2019 (beginning May 1, 2019). In accordance to the New England Fishery Management Council's Northeast Multispecies Fishery Management Plan, sectors are required to submit 2-year operations plans detailing their internal operations, including at-sea monitoring programs and harvest rules. This rulemaking action is necessary to approve each sector's operations plan, including sector regulatory exemptions and monitoring programs, and to allocate annual catch entitlements to the sectors.
