Title: ●Align the Prosecution of the Aleutian Islands Pacific Cod Fishery; Groundfish of the Bering Sea and Aleutian Islands Management Area
Abstract: This proposed action would further revise Federal regulations associated with the management of the Aleutian Islands (AI) Pacific cod fishery which implemented Amendment 113 to the North Pacific Fishery Management Council's Fishery Management Plan for Groundfish of the Bering Sea and Aleutian Islands Management Area (BSAI). Amendment 113 modified the management of the BSAI Pacific cod fishery to establish a harvest set-aside, subject to certain conditions, of a portion of the annual AI Pacific cod total allowable catch (TAC) for catcher vessels (CVs) delivering Pacific cod to shoreside processors located in the AI. This action proposes to revise the catch accounting procedures associated with the AI Pacific cod fishery to ensure that AI Pacific cod caught in the "AI Unrestricted Fishery" does not diminish the amount of AI Pacific cod available for harvest under the set-aside. Such revisions would ensure that the prosecution of the AI Pacific cod fishery aligns with the Council's original objective of providing stability to AI fish harvesters, AI shoreside fish processing operations, and AI fishing communities dependent on AI Pacific cod harvesting and shoreside processing activity. The National Marine Fisheries Service's (NMFS) overall management of the BS and AI Pacific cod fisheries would not change, and NMFS would continue to manage these fisheries under the annual Pacific cod TACs and apportionments as established annually through the BSAI groundfish harvest specifications. NMFS intends this rule to be effective for the 2020 BSAI groundfish fisheries.
