This action removes this final rule last updated May 9, 2000 (65 FR 26749) as it only contains DOD internal policy.  Current internal guidelines are published in JAG Instruction 5801.2B, Navy Legal Assistance Program” (available at http://www.jag.navy.mil/library/instructions/5801_2b.pdf). This removal supports a recommendation of the DoD Regulatory Reform Task Force.
