Title: ●Labor Categories for Task Orders (DFARS Case 2019-D005) 
Abstract:

DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement to implement recommendation 1 of the DoD Inspector General (IG) Report DODIG-2019-029, entitled, "DoD Task Orders Issued Under One Acquisition Solution for Integrated Services Contracts" (https://media.defense.gov/2018/Nov/29/2002067492/-1/-1/1/DODIG-2019-029.PDF).  The DoD IG recommends DoD develop policy for applicable indefinite delivery, indefinite quantity contracts for services on the following:

  • Verification procedures for labor categories within a Quality Assurance Surveillance Plan;
  • Identification of relevancy and application of education and work experience requirements for labor categories in requests for proposals; and
  • Documentation of deviations from requirements and related resolution of deviations in the contract files during performance of service contracts.
