Title: Competitive Information Certificate and Profit Reduction Clause 
Abstract:

This final rule will remove 32 CFR part 173  which was codified on October 25, 1988 (53 FR 42948), during an ongoing investigation of procurement practices known as Operation Ill Wind. This part was intended for use until resolution of the investigation and has not been updated since. The investigation was subsequently concluded and sanctions were imposed. Congress has subsequently enacted legislation to provide procurement integrity requirements, thus this part is no longer necessary. The removal of 32 CFR part 173 supports a recommendation from the DoD Regulatory Reform Task Force.
