Title: Establishing Minimum Standards in Medicaid State Drug Utilization Review (DUR) and Supporting Value Based Payments (VBP) for Drugs Covered in Medicaid (CMS-2482-P) 
Abstract:

This proposed rule would require minimum standards in Medicaid State Drug Utilization Review (DUR) programs, in part to help increase oversight of opioid prescriptions/dispensing in Medicaid. The rule proposes changes to the Medicaid Drug Rebate Program (MDRP) regulations to support VBP arrangements between States and manufacturers. Additionally, CMS would take this opportunity to ensure that the MDRP regulations align with recent statutory changes and address policy areas that have developed since the publication of the Covered Outpatient Drug finalized on February 1, 2016 (81 FR 5170).
