Title: Endangered and Threatened Wildlife and Plants; Removal of the Kirtland's Warbler From the List of Endangered and Threatened Wildlife 
Abstract:

We will make a final determination on our proposal to remove the Kirtland’s warbler (Setophaga kirtlandii, listed as Dendroica kirtlandii) from the List of Endangered and Threatened Wildlife due to recovery. This bird is located in 31 States and the District of Columbia.
