Title: Endangered and Threatened Wildlife and Plants; Delisting Multiple Species Due to Extinction 
Abstract:

We will propose to delist the following species from the List of Endangered and Threatened Wildlife due to extinction: bridled white-eye (Zosterops conspicillatus conspicillatus), Culebra Island giant anole (Anolis roosevelti), flat pigtoe (Pleurobema marshalli), green blossom (pearlymussel) (Epioblasma torulosa gubernaculum), ivory-billed woodpecker (Campephilus principalis), Kakawahie (or Moloka’i creeper) (Paroreomyza flammea), Kaua'i 'akialoa (Akialoa stejnegeri), Kaua'i nukupu'u (Hemignathus hanapepe), Kaua'i o'o (Moho braccatus), large Kaua'i thrush (kam'a) (Myadestes myadestinus), Little Mariana fruit bat (Pteropus tokudae), Maui ‘akepa (Loxops ochraceus), Maui nukupu’u (Hemignathus affinis), Phyllostegia glabra var lanaiensis (no common name), Po’ouli (Melamprosops phaeosoma),San Marcos gambusia (Gambusia georgei), Scioto madtom (Noturus trautmani), southern acornshell (Epioblasma othcaloogensis), stirrupshell (Quadrula stapes), tubercled blossom (pearlymussel) (Epioblasma torulosa torulosa), turgid blossom (pearlymussel) (Epioblasma turgidula), upland combshell (Epioblasma metastriata), and yellow blossom (pearlymussel) (Epioblasma florentina florentina). These species no longer require the protection of the Endangered Species Act. The species addressed in the rule have not been observed for several decades, and adequate survey efforts have been conducted that support the Service’s recommendations. Additionally, the species included in the rule had 5-year reviews that recommend delisting due to extinction. Batching of these species under a single rule will reduce the amount of time and effort to delist the species and result in a more accurate List of Endangered and Threatened Wildlife.
