Abstract:
The Department of State (DoS) is making amendments to the Department of State Acquisition Regulation (DOSAR) to provide internal agency guidance and procedures. This rulemaking is necessary to update certain provisions of the DOSAR, located in 48 CFR parts 615, 616, 617, and 652 and to add part 626. The changes being made by this rule are to add guidance related to handling of unsolicited proposals; incorporate guidance related to use of letter contracts; bring DOSAR 617.5 into alignment with the FAR structure and incorporate procedures for approving interagency acquisitions; add part 626 to incorporate a delegation of authority at 626.203(b); add a clause at 652.216-72, "Task-Order and Delivery-Order Ombudsman," and make other administrative edits. |
